I’m Penny J. Miller, a Licensed Professional Counselor (LPC) and a Licensed Sex Offender Treatment Provider (LSOTP), and I provide specialized therapeutic and forensic services for individuals who need problematic sex-offense-specific treatment and assessment.

My goal is to collaborate individuals and fellow mental health, social service, and legal professionals to provide personal. professional, ethical, confidential treatment and referral options when a client would benefit from specialized LSOTP services.

🔹LSOTP Sex-Offense/Harmful/Problematic Sexual Behavior Treatment

Specialized treatment addressing sexual offending, harmful sexual preferences, and problematic sexual behaviors. Treatment includes addressing accountability, cognitive distortions, victim empathy, emotional regulation, healthy relationships, and relapse prevention.

Whether the behavior has caused legal issues, is harmful to self or others, or are personal choices that have negatively impacted a person's relationships and/or daily life, treatment is personalized to specifically address whatever behaivor you or your clients are struggling with.

🔹 Psychosexual Evaluations

Comprehensive clinical evaluations for individuals who require specialized assessment of sexual behavior, history, risk factors, treatment needs, and responsivity factors.

Psychosexual Evaluation Fees

My psychosexual evaluation fees generally range from $400–$800, depending upon the complexity of the referral and the amount of information that must be reviewed and incorporated into the evaluation.

Factors that may affect the fee include:

  • Prior sexual offenses or multiple offenses/charges
  • Multiple victims or complex offense histories
  • History of childhood sexual abuse or other significant trauma
  • Complexity of the individual's psychosocial and sexual history
  • Amount of collateral or legal documentation requiring review
  • Additional assessment or clinical information needed to address the referral question

When appropriate, a Psychosexual Risk Assessment can include:

  • A summary of the client's reason for referral
  • A summary of the client's self-disclosed biopsychosocial background
  • A summary of the client's self-disclosed sexual history
  • A summary of childhood sexual abuse and/or other relevant sexual trauma
  • An explanation of the purpose, scoring, and interpretation of the assessment instruments utilized
  • Integration of assessment findings with the individual's clinical and offense history
  • Clinical impressions and recommendations relevant to treatment and risk management

My goal is to provide attorneys and other referral sources with an evaluation that is clinically thorough, clearly written, and useful for understanding the client's treatment and risk-related needs.

I am happy to discuss the specific referral with counsel and provide a more precise fee estimate once I have a general understanding of the client.

🔹 Risk Assessments — Static & Dynamic

Risk Assessments include historical/static and potentially changeable/dynamic risk factors to assist with treatment planning and risk-management recommendations.

Assessment Process

My psychosexual evaluations are comprehensive and are tailored to the individual's referral question, offense history, developmental history, psychosocial functioning, and treatment/risk needs.

Depending upon the circumstances of the case, my evaluation process may incorporate the following:

  • STATIC-99R – actuarial sexual recidivism risk assessment
  • STABLE-2007 – assessment of dynamic risk factors associated with sexual recidivism
  • PHQ-9 – depression symptom screening
  • GAD-7 – anxiety symptom screening
  • Biopsychosocial Assessment Questionnaire
  • Medlin Sex History Questionnaire
  • Rich Sex History Questionnaire

The evaluation may also include a clinical interview and review of relevant self-reported biopsychosocial, sexual, developmental, trauma, treatment, and offense-related history.

🔹 Pre-Sentencing Evaluations

Clinical information and recommendations that may assist in understanding an individual's treatment needs, risk factors, strengths, and rehabilitative potential.

🔹 Relapse Prevention & Aftercare Planning

Individualized strategies designed to help clients identify risk situations, develop coping skills, establish protective factors, and maintain long-term behavioral change.

🔹 Treatment Progress Reports

Objective documentation regarding treatment participation, progress, identified risk factors, treatment goals, and areas requiring continued intervention.

🔹 Court-Ordered & Voluntary Services

Specialized services for individuals participating in treatment voluntarily or as part of probation, parole, court, or other supervision requirements.

Office Location & Geographic Practice Area

At this time, my practice is 100% virtual/telehealth. Due to the recent increases in proximity restrictions (including 1,000-foot residency/location limitations applicable to some individuals with sex-offense histories), I have transitioned to providing services virtually for my safety and for the confidentiality of my clients.

I am able to provide services to eligible clients throughout Texas, subject to applicable Texas telehealth requirements, client eligibility, and any court, probation/parole, or supervision requirements governing the individual’s case.
